Obama Pushes for Stronger Gun Laws on Day of Gun Violence in Maryland

President Obama pressed for social and economic change in his State of the Union address.

President Barack Obama used his first State of the Union address as a second-term president Tuesday to focus on an economy that continues to struggle toward recovery and to lobby for better gun laws to stem violence that claimed two student lives in Maryland the same day.

“A growing economy that creates good, middle-class jobs—that must be the North Star that guides our efforts," Obama said. "Every day, we should ask ourselves three questions as a nation:  How do we attract more jobs to our shores?  How do we equip our people with the skills needed to do those jobs? And how do we make sure that hard work leads to a decent living?”

His administration released a package of job training, business incentives and education reforms designed to produce jobs, provide cleaner energy and improve the nation's rusting infrastructure.

Obama ended his address with a reiteration of his call for gun control, specifically calling for bans on "weapons of war" and "massive ammunition magazines" like the ones used in the December 2012 shooting in Newtown, Conn., that left 28 dead, including 20 schoolchildren.

These measures deserve a vote, Obama said, "because in the two months since Newtown, more than a thousand birthdays, graduations and anniversaries have been stolen from our lives by a bullet from a gun."

The discussion hit home for Maryland, which saw two students killed in a neighborhood near the University of Maryland, College Park early Tuesday in what police are calling a murder-suicide. A semi-automatic Uzi was found at the scene, along with rounds of ammunition.

"Our actions will not prevent every senseless act of violence in this country. Indeed, no laws, no initiatives, no administrative acts will perfectly solve all the challenges I've outlined tonight," Obama said. "But we were never sent here to be perfect. We were sent here to make what difference we can..."

Obama announced in Jan. 23 executive actions he plans to take to stem the tide of gun violence, including an allocation of federal research funds to study its causes.

Several Maryland lawmakers at the federal level have been actively working for gun control. Rep. Elijah Cummings, D-Baltimore, is a chief co-sponsor of a bipartisan federal gun trafficking bill and Rep. Chris Van Hollen, D-Kensington, just spoke at the March on Washington For Gun Control.

Rep. John Delaney, D-Potomac, said, "Obviously what he did on gun safety is necessary and important. And I thought his timing on bringing that at the end of the speech was the right approach.”

Van Hollen Tuesday was joined at the president's speech by Carole Price, whose 13 year-old-son was accidentally shot and killed by a young neighbor in 1998. Since then, Price has been a gun safety advocate in Maryland, lobbying successfully for “child-proof gun legislation” in 2002.

As for Obama's economic proposals, Obama called the sequester—a series of automatic spending cuts—a "really bad idea" that both parties need to work together to resolve.

The wealthiest 10 percent of Americans now hold nearly 75 percent of the country’s net worth, according to a July 2012 report from the Congressional Research Service, while the rest of the country’s wealth share has declined. Meanwhile the national unemployment rate stubbornly hovers around 8 percent, down from its high of 10 percent in 2009.

Maryland’s unemployment rate stands at 6.6 percent, below the national average and down from a recent high of 8 percent in October 2009.

Obama called reducing the deficit an “urgent priority” of his next term, but added that "deficit reduction alone is not an economic plan." He stressed that all the proposals he is putting forward will not increase the deficit.

Maryland's Democrat-dominated congressional delegation was behind Obama's economic plans.

Rep. John Sarbanes, D-Towson, called the speech, “terrific, very strong in its tone and its substance," and said that the president called for "bread and butter investments.”

House Minority Whip Steny Hoyer, D-Mechanicsville, called the speech "comprehensive," and said it clearly laid out Obama's agenda.

In a statement, Sen. Ben Cardin said he agreed with the president and added, "Congress cannot fail the American people by making them victims of reckless inaction. Sequestration will have a devastating impact on our economy and we cannot let it happen."

A statement from Gov. Martin O'Malley praised Obama's "balanced approach" to taking on the nation's economic problems, "where eliminating government waste and cutting spending responsibly are paired with investments in core priorities like promoting innovation, improving our schools, and rebuilding the nation’s infrastructure.”

The state's lone Republican congressman, however, did not see the speech the same way. Rep. Andy Harris, R-Cockeysville said the president failed to present specifics.

"He spent a lot of time talking about climate change and gun control and gave precious little details on how to solve our nation’s economic problems," Harris said. "I thought that the president was going to actually respond to what America wants to hear now, which is how are we going to get out of the recession, how are we going to solve our economic problems, how are we going to delay the sequester....”

Maryland had another tie to Obama's State of the Union speech. High school student Jack Andraka, of Crownsville was one of 23 invited guests in First Lady Michelle Obama’s private box. Andraka won the 2012 Intel International Science and Engineering Fair for creating a dip-stick sensor for cancer, and was recognized by O’Malley in his State of the State address last month.

I agree with you! And I certainly believe that Sandy Hood was in fact a Hoax. They created it to help take away our second amendment. They only focus on the negative things that have happened. How many people have been able to protect their families and homes from being robbed or killed with guns. I cannot even fire my pellet gun without getting in major trouble and thats in my own yard.
He is messing with our rights to protect ourselves and using the death of kids as is point.

Ashley, you may have a point there - so how do we address the issue of folks with mental health issues getting a gun? Throw up our hands and declare that it can't be done? Require mental health screenings as part of a background check? So many folks throw the mental health issue out there, there must be a way to identify who can own a gun and who shouldn't - yes?

Ashley - In order to get your drivers license (at least for teenagers) in MD you are required to attend classroom instruction as well as behind-the-wheel instruction. Most classroom instruction costs money. So if the background check reveals no history of mental issues, perhaps a Psych screening should be required at the applicant's expense.

We are talking about the power over life & death here. I think it's worth the effort.

The problem is that many jurisdictions are not putting the data in.

Enforce the existing laws before passing new ones.

Does COMMON SENSE have ANYTHING to do with policy anymore. Obviously NOT! Remember, Obama comes from Chicago, with about the toughest gun control in the country. NO mention about it having about the highest gun violence in the country. And, let's be honest, College Park MD is inside the beltway. More like DC than like MD.....again, DC has gun laws as tough as Chicago, and again, the highest amount of guy violence. Obviously it's NOT changing the gun control laws that is going to make any difference.
Change the penalty.....life in prison or death penalty.
Now THAT would cut down on gun violence.
And as much as the liberal press hates it, the NRA has it right......the only thing that will STOP a BAD man with a gun is a GOOD man with a gun.
Again, common sense.

Yes indeedy, you gun crazy Americans, the College Park event just goes to show you how "safe" the guy was who had the gun. After all, the main claim of the guns for all brigade is that possession will "protect " them from others.Of course, if that Guns R Us crowd would only read the stats, they would see that possession of a handgun greatly increases the chance that the buyer or someone who's a relative or shares the household, is many, many more times to be the victim of a shooting than a person who does not own a handgun. Case closed. Oh, by the way, I consider the NRA to be this country's largest terrorist group. Why? Because of their opposition to the U.S. signing an international treaty to control the sales of small arms to the bad guys, like Al Quaeda, the Taliban, you know, the guys who are killing us. Bottom line, if you support giving those bad guys guns, then you actually a terrorist. Don't believe me? Just look at the provision in the National Defense Authorization Act that states any "support" of such groups can lead to lifetime imprisonment without any recourse to a lawyer, court trial, judge, jury or appeal. If opposition to the treaty isn't lending support to our enemies, I don't know what is..

Can someone tell me how Universal Background Checks will be implemented in a constitutional way? Ie. - From the perspective of the Federal Government not stepping on states sovereignty?

Looking at this purely from a constitutional law perspective - I don't see how it's going to pass muster.

There are already federal laws saying that interstate firearms transfers must be conducted through a Federal Firearms Licensee (FFL). Which, based on interstate commerce, they have complete jurisdiction to mandate.

However, a Universal Background Check will attempt to make ALL transfers - including intrastate go through an FFL.

If a state chooses to implement such a requirement on it's citizens (like Maryland does), that is well within their power, but I just don't see how the Federal Government has the authority to do so.

Now, the federal government could very well incentivize states to internally put forth such a mandate, but that's a different matter entirely.

First lady Michelle Obama asked a first-grade teacher from Sandy Hook Elementary School and the parents of a Chicago teenager who was shot in Chicago to sit in her box."

Mama you are correct. The anti gun battle is over. Lib's are losing big and Obama is looking very hard for a way to shift the blame on Republicans. That is exactly why he called for a vote on his recommendations last night. Their is a group on Repubs and Dems that will have a new bill together in a few weeks that should make it through the senate and house with not much of a problem. It will do some good I hope. It deals with closing the loop hole on gun show background checks which is a good idea and has been something most gun owners have been saying for years as well as dealing with Mental illness background checks.

Who said anything about "republicans". Even here in Maryland, one of the bluest states in the country, MOM can't be guaranteed that his onerous gun ban bill will pass. If it were truly a D/R issue, then O'Mouthy should be able to walk this through.

Why else would he have to resort to close door meta-committee meetings? Even his own Judiciary Committees are waffling on his bills, so he's having to play parliamentary games.
