Rt 28 blocked by police marathon during Wednesday rush hour?

In about 8AM route 28 near Lakelands was almost completely blocked by police performing some running along with police instructors and escort vehicles. This is a busy road in the middle of a week during rush hour.  Are they insane? The police “management”  had demonstrated complete lack of judgment by scheduling it.  That makes urban legend that “police wouldn’t hire anyone with IQ high enough, because this person will quit anyway“  quite believable.
