There were two passengers in the plane, but no injuries, Capt. Oscar Garcia, a spokesman for the County Fire and Rescue Service, said.

It was unclear if the plane was taking off or landing, but when rescue workers arrived on the scene shortly before 9:30 this morning, they found the small plane about 25 feet off the runway, he said.

"Right now it looks like a malfunctioning tire," Garcia said.

The plane did not hit or damage any buildings or other planes, so the damage was minimal.
