A 3-week-old baby was put in the custody of Child Protective Services on Friday, after a neighbor found the baby being carried in a diaper bag in Damascus, WJLA reported.
Neighbors described hearing the mother scream out that she was going to “kill the baby,” according to the TV station’s account.
The baby was taken into the rental office of Damascus Gardens apartments, where an office manager locked the door and called police, WJLA reports.
